The management of the Federal University Oye-Ekiti (FUOYE), Ekiti State, has kickstarted a process of amending its rules and regulations concerning three major categories of staff in the institution.
On Thursday, Abayomi Fagbuagun, the branch chairman of the Academic Staff Union of Universities (ASUU) at the school, notified members of the union via their WhatsApp group to submit their suggestions towards revising parts of the existing conditions of service for staff.
This comes after FIJ exposed how Vice Chancellor Abayomi Sunday Fasina attempted to sexually exploit his superior-subordinate relationship with Folasade Adebayo, an engineer and a deputy director in the school. Fasina had resorted to harassment after the woman rejected his advances.

“Dear Comrades, the University has called for (a) memorandum for preparing a reviewed conditions of service,” Fagbuagun wrote in the message.
“Please go through the CoS [conditions of service] as presented above and make suggestions towards modification or towards expunging of draconian parts of the CoS.”
Fagbuagun asked that suggestions from members be sent to one of his phone numbers by Saturday.
“Your suggestions should be sent to the Chairperson on WhatsApp using 0706705**** not later than Saturday, 1st February, 2025, 12 pm.”

Accompanying the chairman’s message was a copy of the university regulation for academic staff members.
Titled Revised Scheme of Service for Academic for Academic Staff of Federal University Oye-Ekiti, this regulation has four sections and several subsections arranged in 39 pages.
Beyond that, FIJ learnt that regulations concerning non-academic and senior staff of the school would also be reviewed.

The Revised Regulations Governing the Conditions of Service of Senior Staff of Federal University Oye-Ekiti regulates the conditions of employment of senior staff of the school, and it was divided into 19 sections and numerous subsections in 118 pages.
The third one, Revised Scheme of Service for Senior Staff Non-Teaching Staff of Federal University Oye-Ekiti, has four sections and several subsections in 127 pages, dictating the terms and conditions of senior non-academic staff.
Fagbuagun declined a request for details about his message when contacted by FIJ on Friday.
“If the university wants to amend its staff rules, what concerns a journalist about that? It is a matter for FUOYE, it doesn’t concern you,” he said.

All three codes of service were last reviewed in 2022. The 2022 code of service for senior staff succeeded the 2015 version.

As a result of the matters arising from the sexual harassment perpetrated by Fasina, the institution’s workers want to review those rules to ensure the same rule that applies to staff members applies to the university’s vice chancellor.
“The amendment process is a product of the recent misconduct of the VC. The decision to suspend any staff for misconduct is solely vested in the VC while the council has the power to suspend the VC,” a source said.
“But the current conditions of service rules give absolute power to the VC. With this review process, we must ensure that the VC is made to face the same sanction as other staff if found wanting.”
FIJ had earlier reported that the governing council of the school set up a panel to probe the sexual harassment offences by Fasina. Some staff of the school had expected that the governing council would suspend the VC while he was being investigated.
Their expectation stemmed from the precedents obtained in the university when several academic staff were suspended while being investigated over sexual harassment complaints and other matters.
But Victor Ndoma-Egba, the pro-chancellor and governing council chairman, said no law mandated the council to suspend Fasina.
“There is no law that says when they are investigating somebody, he must be placed on suspension,” Ndoma-Egba had told FIJ.
“It depends on the facts and the evidence available. The circumstances and facts are different. We need to get to the truth first before knowing what the justice of the situation is.”
