A woman suspected of being a staff member of the Independent National Electoral Commission (INEC) was caught demanding N1,000 before giving residents their Permanent Voter Cards (PVCs) at Emene Primary School, Enugu East Local Government Area of Enugu State.

In a two-minute video obtained by FIJ, one of the residents says literally in the Igbo language: “I don’t know that they pay money to collect the PVCs.”

“Why is collecting the PVCs so difficult for us here (in the east) when those in the north unconditionally collect theirs?”

The woman replies, “They don’t pay money.” She then attempts to give a resident who gave her a N1,000 cash the PVC.

After a protest by non-complying residents, the woman flares up, asking that the residents go to the local government secretariat to collect their PVCs.
