20.02.2024 Featured Special Interest Projects Abandoned in 2023 Indicate N8.7b Fraud in Nigerian MDAs

At least N8.7 billion may be missing from public funds paid to 17 different contractors for Special Interest Projects (SIPs) abandoned in 2023.

Tracka, a tracking project of BudgIT, made a list of the abandoned projects and their contractors on Monday.

The Federal Roads Maintenance Agency (FERMA) paid Wiz China Worldwide Engineering Limited N2.59 billion for the abandoned construction of Mararaba-Donga Road in Taraba South Senatorial District.

Construction of the Ibi River Bridge in Taraba by the Federal Ministry of Works and Housing (FMoW&H) was abandoned. The bridge cost N1.4 billion on paper, and Reynolds Construction Company Ltd. was the contractor.

The FERMA and the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) paid N767 million for the Unguwar Iliya-Bagudu- Kwantakwaran-Tsiga Road in Katsina. Beautiful Mind Nigeria Ltd., I.A.C Allied Technical and Construction Company Ltd., and Cingular Tech Investment Ltd., the contractors, abandoned this project.

The Federal Ministry of Water (FMoWater) contracted Babar Global Services Nigeria Ltd. & Foundation Solid (NIG) Ltd. to construct the Ogbese Multi-Purpose Dam Project in Ekiti for N630.8 million. It was abandoned.

The FMoWater also paid Abu-Halawa International Limited N542 million for the abandoned construction of Jare Earth Dam in Katsina.

Wizchino Engineering Ltd. & CGC Nigeria Ltd., federal contractors, abandoned the rehabilitation and expansion of the Lagos-Badagry Expressway (Agbara Junction-Nigeria/Benin Border) in Lagos after the FMOW&H allocated N508 million for the project.

The upgrading of the Japanese Building in the Federal College of Fisheries and Marine Technology (Section C) in Lagos was not done but it cost N418 million on paper. Nasa Global Resources Service Ltd. and JRB Constructions Company Ltd. were the contractors in charge of this project.

FMOW&H Ltd.’s rehabilitation of Opo Malu Road, Saki, Oyo, was not done. It cost N400,474,989.84 and the contractors were Laralek Ultimate Ltd.

Horizon Construction Company Ltd. abandoned the special repairs of Ilesa-ljebu Road in Osun State Route No.F117 (Phase II) in Osun State. The FMoW&H earmarked N310 million for this project.

The FMoWater contracted A G Vision Construction Nigeria Ltd. and Omodem Covenant Ventures Ltd. to build Nkari Dam in Akwa Ibom for N283.8 million, but the project was not done.

Wizchino Engineering Ltd., a federal contractor, abandoned the construction of Ukana Akpautong/Iket Ntueu Road (C/No.6764) in Akwa Ibom after the FMOW&H allocated N223.4 million for the project.

The construction of Oko Water Dam, Oko, Oyo State, was also abandoned by contractors Hamkool Global Service Ltd. The Ogun/Osun River Basin Development Authorities (RBDAs) allocated N139 million for the construction.

The construction of Udung Ukpon Village Road in Akwa Ibom was poorly done by Aran Construction Company Ltd., which the Cross River Basin Development Authority (CRBDA) allocated N135 million for.

Bilbila Global Venture Ltd., contracted by the Federal Ministry of Health and Social Welfare (FMOH) for N90.1 million, abandoned the construction of the School of Basic ENT Student Hostel at the National Ear Care Centre.

Pro-XI Civil Engineering Ltd. and Dan-Omar Nig. Ltd. abandoned the construction of the Small Earth Dam at Sabo Pegi, too. The Upper Benue River Basin Development Authority (UBRBDA) allocated N75 million for the project.

The Sheda Science and Technology Complex in Abuja contracted S&Z Ideal Contractor Ltd. and Aiman Integrated Synergy Ltd. to supply tricycles to youths in Yorro and Zing for N73 million. This project was never done. Yorro is a local government area (LGA) in Taraba State.

The Benin/Owena RBDAs contracted Matt Networking Ltd. and Nas Capital Ltd. to oversee the Ikole Ekiti Farm Project in ljesa-Isu Ekiti for N36.4 million. This project was not done.

There is suspected fraud after vehicles for groundnut and cassava value chain programmes were not delivered for a project by the Federal College of Agriculture, Ishiagu, Ebonyi State. N34,869,891 was allocated for the project and Tosha Investment Logistics Ltd. was the contractor.

Lithosphere Designers Ltd. did not rehabilitate the roads within Yelwa Tudun, a special interest project to which the Nigerian Building and Road Research Institute (NBRRI) allocated N31 million.

The latest Report of the Constituency and Executive Tracking Exercise (Phase 5), an ICPC report published on Thursday, showed mismanagement and misappropriation of public funds through some zonal intervention projects (ZIPs) between 2019 and 2021.

According to the report, ₦529,699,351.60 was recovered in cash and ₦1,551,937,543.41 was recovered in assets, totaling a conservative figure of ₦2,081,636,895.01.
